2019 Science and Innovation Missions

Order CIN//2020 of 25 June extends the deadline for the call for applications until 23 July at 12:00 Spanish peninsular time.

Likewise, in accordance with the objectives set out in the Plan to Boost the Automotive Industry Value Chain: towards Sustainable and Connected Transportation, projects relating to the sustainable and intelligent transportation mission that develop technology related to the renewable hydrogen vector will receive priority funding.

Science and Innovation Missions

Overall Objective

Support for major strategic initiatives, which are intensive in R&D, developed through public–private collaboration and incorporate the most recent scientific and technical trends and challenges to identify and solve the challenges faced by critical productive sectors for the Spanish economy.

The five missions identified in this call are as follows:

  • Secure, efficient and clean energy for the 21st century.
  • Sustainable and intelligent transportation.
  • Promote a large, sustainable and healthy agri-food sector.
  • Boost Spanish industry within the industrial revolution of the 21st century.
  • Provide a sustainable response to the diseases and needs that arise from ageing.

 

Beneficiaries

Groups of companies in two categories:

Large Company Missions: groups of three to eight partners, of which at least one must be an SME, led by a Large Company.

SME Missions: groups of three to six partners, all of which are SMEs, led by a Medium-Sized Company.

Groups of companies that can carry out cooperative projects and that meet the size and composition requirements according to the project submitted to Large Company Missions or SME Missions.

The resulting group will not have a legal personality, so one of the participants will act as the coordinator or representative of the group before the CDTI. The representative will be paid the grant and is responsible for its distribution among the group members.

Group relationships must be formally recorded by a consortium agreement which sets out the rights and obligations of the participants.

Call budget

€70,000,000.

€10,000,000 of this budget will be earmarked for SME Mission projects. If, following evaluation, the reserve is not exhausted, the difference will be used to support Large Company Mission projects.

This budget may be increased up to €25,000,000.

Characteristics of the assitance

Grant up to the maximum intensity limits: 65% for large enterprises, 75% for medium enterprises and 80% for small enterprises.

For each project and beneficiary, the aid intensity limit will be decided based on the weight of each type of activity (industrial research or experimental development) and by the maximum intensity applicable in each case.

The amount of aid may not exceed the thresholds established in Article 4 of EU Regulation 651/2014 of 17 June 2014.

Characteristics of the project

Multi-annual projects developed in any Spanish region.

Large Company Missions:

  • Minimum eligible budget of €5,000,000 and maximum of €10,000,000.
  • Minimum eligible budget per company of €175,000.
  • Duration: three to four years, starting in 2020.
  • Industrial research counting for at least 85% of the eligible budget.

•   Subcontracting with knowledge-producing centres counting for at least 20% of the eligible budget.

SME Missions:

  • Minimum eligible budget of €1,500,000 and maximum of €3,000,000.
  • Minimum eligible budget per company of €175,000.
  • Duration: two to three years, starting in 2020.
  • Industrial research counting for at least 60% of the eligible budget.
  • Subcontracting with knowledge-producing centres counting for at least 15% of the eligible budget.
  • No participant may be responsible for more than 50% of the eligible project budget.

Yes. The aid from Misiones Ciencia e Innovación may be co-financed with FEDER funds through the "Multirregional Operational Program of Spain 2014-2020".

Specific objectives
  • For each of the five proposed Science and Innovation Missions, there are three or four specific areas for improvement which narrow down the overall challenge proposed.

  • Projects must have objectives aimed at addressing one or more of these areas for improvement, with the possibility of more complementary objectives being added provided that they are consistent with the selected mission.

  • The company shall establish three quantitative indicators reflecting the overall results of the project objectives. The degree of compliance with these three indicators will adjust the amount of aid finally received.

     

Gastos elegibles

The following direct implementation costs are eligible: staff; instruments and inventory materials; contracted research; technical know-how and patents acquired at market price; overhead costs and additional operating expenses directly deriving from the project; and the cost of the auditor's report.

Accumulation and incompatibilities of additional aid perception

During its implementation period, the aid granted under this call for applications cannot be combined with any other public aid at the European, national or regional level with the same objectives and purpose.

Processing of calls

  • Unique features of the Program
    • Categories: There are two categories that projects can be included in: "Large Companies" Missions or "SMEs" Missions. Although Misiones Ciencia e Innovación is defined as a program for large projects, the second of the categories (Missiones "PYMES") is included to give an option for smaller projects of consortia of PYMES, of interest to the program, to be supported. . The maximum budget of the call is 70,000,000 euros of which 60,000,000 correspond to "Large Companies" Missions and 10,000,000 to "SMEs" Missions.
    • Objectives: Each project must fit into one of the five missions of the Program and must set objectives aimed at resolving one or more of the specific areas for improvement proposed by the CDTI in each mission. In addition, companies can propose additional complementary objectives in their project, as long as they are consistent with the selected mission.
    • Indicators: The company must establish three measurable indicators that reflect in one way or another the objectives of its project and must quantify these indicators. The degree of compliance with these three indicators will modulate the amount of aid finally received. In the evaluation, the suitability and coherence of the quantitative indicators formulated with the objectives of the project as well as the ambition and relevance of the proposed values ​​will be assessed.
